Looks like at some point the safety wire on the govenor was removed.

I'm not familiar, do you have a photo showing it with the safety wire?

Mine has the wire on the adjustment screw,as far as I know once it is set it never needs adjustment,also think it is adjusted for
hertz not rpm.

***** UPDATE ******

So today the weather was finally nice and I brought my 270 to my home from storage, Mike came by and we worked on the generator. Come to find out, I did mess up in the rebuild of the originally stuck injector pump. Turns out, I had the large spring washer in upside down. So. we rebuilt it again, put everything back together and it the generator is running like a sewing machine now. I appreciate everyone's help on this and I am thrilled to say that this topic can be closed.
